Upgrading your version of Windows from 3.0 to 3.11 will not cure the
problem of your mouse not working.  Here is a list of the most common
things that can cause a mouse not to work:

1.  Defective mouse, or mouse in need of cleaning

2.  Defective serial port or PS/2 port

3.  Defective connection(s)

4.  IRQ conflict (This is probably the most common problem and the
    most difficult to analyze and to correct unless you have knowledge
    and experience in dealing with this kind of problem.  It is usually
    a quick and easy task to solve this kind of problem if you know how.)

5.  Mouse driver incompatible for mouse type.  Do you have a PS/2 mouse
    or do you have a serial mouse?  Are you using the right driver for
    your mouse and is it attached to the right kind of port?

6.  Command syntax for loading the mouse driver is incorrect.

7.  Mouse driver not loaded in the proper sequence in AUTOEXEC.BAT

First try to get your mouse working in native DOS mode.  If you can't
get it to work in DOS, then you can't get it to work in any version of
Windows either.
