Look in the control panel under accessibility features.  You may have to
add these through windows setup under add/remove programs.
Now, i'm not sure how it works with winME that i haven't had experience in,
but in win9x it's there and includes thigs like cursor blink rates and key
repeat rates and magnifiers and so forth to make it easier for visually
impaired (but not blind) users to use the machine.
