Instead of removing Internet Explorer with 98lite there is another
possibility that I haven't seen mentioned here.

The following is a quote from
http://www.annoyances.org/win98/features/integration.html

>The internet integration feature of Windows 98, really nothing more
>than a series of otherwise unrelated "features" that Microsoft is
>using to make Windows seem more like a web page, can be one of the
>most irritating aspects of Windows 98. Certainly, not everyone will
>agree. If you personally don't want to take out the internet
>integration, don't use this program.
>
>Due to popular demand, we are making the process of removing the
>internet integration feature of Windows 98 very easy by releasing this
>little program. There's nothing dangerous about using this program; it
>simply contains about a dozen changes to the registry that otherwise
>would have to be made with a combination of settings in Explorer,
>Control Panel, TweakUI, and the Policy Editor. There's nothing in this
>program that Microsoft hasn't already made available, albeit in a
>convoluted collection of dialog boxes. This program does not disable
>the Internet Explorer web browser, it simply removes the controversial
>integration with the Windows desktop.
>
>For the sake of simplicity, all of these changes have been
>encapsulated into a simple on/off button. If you don't like what the
>program does, simply run it again to restore your interface to its
>previous state.
>
>This small utility is completely free; feel free to share it or
>distribute it any way you like. However, this is not public domain;
>this utility is copyrighted. It is unlawful to modify this program in
>any way. Thank you.
>
>Download IE-OFF Now! (it's about 113kb)
>
>To run the program, just double-click on the icon. Note: it's
>designed only for use on Windows 98.
