Trying to have control over "bits, bytes, & baud" is like trying to
control water flowing out of a natural spring. Just about the time you
think you have the darn thing corralled a puddle starts showing up
someplace else.

Evolutionary changes vs. revolutionary changes often are only
termonology used by historians who haven't taken the time to follow the
paperwork trails which are based on the oldest poltical axiom = follow
the money.

Every country that still uses a centralized telco & telegraph has lost
sight of the fact a satellite telephone with a data port is less than
$9k (USD) and will fit inside of a large biz briefcase and weighs less
than 12 kilos. With that portal to the information highway plus nearly
any low-count CPU computer, you can transfer millions of 8-bit words per
hour. Which doesn't take anyone very long to transfer a rather large
list of the local political bureaucrats full of intersting info like:
who's sleeping with whom, who's extorting money from whom, who's giving
protection to & who's withholding protection from whom, and who the
local kingpins are reporting to at the regional levels of the political
or criminal organization (often one in the same). This method of data
transfer used to be done by carrier pidgins and worked well then too...

Military intelligence is a what? There is a very good reason the answer
is "oxymoron". If you don't think so, just ask your local ex-military
cryptographer for the content of data traffic into catagories of junk
vs. real decision making value during the time they were in the
military. Top Secret marked on a case of condumns that were transported
via a $5k per operating hour two-seat military jet to the middle east is
a definite control problem <BG> A bunch of tall boys thinking with their
crotches and letting their small heads get in charge again...
