This method of data transfer used to be done by carrier pidgins and worked well then too... Military intelligence is a what? There is a very good reason the answer is "oxymoron". If you don't think so, just ask your local ex-military cryptographer for the content of data traffic into catagories of junk vs. real decision making value during the time they were in the military.
