I'd try another floppy drive controller.
If that aint it, use a DVM to check the
voltage at the drive. I've seen 286 run
just fine with low voltage levels, like
down to 4.7 or 10.7, but I've seen them
also do weird stuff to the floppy drive
so that it will only read floppies that
it has created.
