Damn ATX power supply glitz. Wish there was a way
to disable it. Anyway.. Got a DVM? Digital Volt Meter?
Ground the neg, black wire on the frame, and go fishing
with the red pos. I'd try the fan power jax to start
with. If it is in 'suspend' mode, the sampling of the
DVM circuitry itself might be enough to trigger a line
to go low and shut down.

If that dont getcha there, pull the AC plug if you havta,
and while unplugged use the ohm part to check that you
have good continuity between the frame, the ground
terminal of the power supply, and... come to think of
it, whether you have a good ground from the wall outlet
to earth. Transients on your power line might be keeping
it going. You do have a surge sucker on it?

Or- maybe a UPS?.. the sense circuits on it might be
triggering a 'high' in the power supply. whatever, try
bypassing the power protection, or if you dont have any,
(and the 15$ Rad Shack surge strip with MOVs dont) try
a good one.

Try yanking the plug on the monitor. Anything that might
be putting transients might keep it in suspend. You might
wanna take an AC amp reading on the system. You'd need
a real analog meter; most DVMs only do dc amps.
