I think those sources are misunderstanding what he's talking about themselves.
The stuff he's written about raw sockets is perfectly correct, for instance.  A
lot of people yell at him for not knowing what he's talking about (most of the
time, their argument is 'we have these attacks anyway from Windows machines, so
raw sockets won't make any difference.  Besides, UNIX has this functionality
anyway, and it can be added to Windows' -- firstly, his point is that a
completely different class of attack is possible with raw sockets; one which is
pretty much unstoppable, and secondly both attacking from UNIX and adding the
functionality to Windows is non-trivial enough that Windows machines are easier
to employ in such a manner).
