Well, as I've only played with 98SE a few times, but suspect about same as 95 in this 
regard
anyway, I would say you have some Explorer option checked to "open last folder viewed" 
or
some such.  Check your options (just put a diskette in the drive if needed).  The 
other fix, more
permament, is to refine the shortcut you are using to start Explorer...go into your 
Start Menu
settings in the Taskbar settings, find the Explorer shortcut, the edit the launch line 
to read
something along the lines of Explore C:\  and save, exit.  This way, Explorer will 
ALWAYS start
from the root directory of your C drive!
