It does the decoding automatically -- you don't have to tell it to decode something, you just tell it to open or save the attachment. If it weren't automatic, you'd have to extract the text from the message, then decode it somehow, then open the resulting file. It also decodes parts of the messages automatically to tell you the attachments are present.
