     I known a guy who operated a BBS and it was at the head of a former
French-Canadian amateur-messaging network as well.  The users applied to
the network as usual, thru the participating BBSes, and any access could
be cut - well, in theory:  other SysOps from Europe became uncooperative
and that whole part finally had to be excluded (a difficult decision)...

     Anyway.  The remedy was transfer of .QWK/.REP mail-packets by using
~E-Mail~, which meant there was no intermediary in between.  The persons
who chose this method remained in touch with their fellow correspondants
even with no BBS around.  :)  The supervisor decided later to extend the
accessability to everyone through his ~WEB~ site:  he made his WebMaster
"publish" .QWK anonymous mail-packets;  participants who didn't like the
~E-Mail~ method or who lost a packet could DownLoad mail from that ~WEB~
site...  Exclusion of misbehaving users was managed at the Head-Quarter,
posting required one to be registered as a user but reading didn't.  :-)

     The problem with FidoNet is the InterNet protocols, they seem to be
an invitation to spammers and spoofers, euh...  And ironically, the very
same issue plagues -=THIS=- mail-list while, at the same time, i can see
my posts echoed to the BBS NetWorks or ChowDaNet BBSes but my legitimate
postings made from one of these BBSes won't reach you in this mail-list!

     For no clear reason, the WebMaster in question kept that ~WEB~ site
alive long after our supervisor went thru a stroke, bringing the network
down with him eventually (the former Canada-Media promotional ~WEB~ site
still exists as you read)...  Go check this ~URL~ if i made you curious:

If you like the concept and want to contact the WebMaster, don't mention
my name because i opposed all i could to his use of the CanadaMedia site
(he seems to use it for showing off his "know-how" as a WebMaster).  %-7

     But i believe this idea could have helped, it was worth the effort,
euh...  Well, maybe i'm a bit biased:  as i confess i helped actively...
