Oh well, I forgot the most simple 'cure': at the same time start a
couple of ping sessions and and one or two tracerote's to the same host
your are ftp'ing from. Sooner or later you will be able to break your
ISP's "shaper". Beware, if you start >50 traceroutes at once you may
receive rather furious reaction from ISP's sysadmin :-)))
