I used to have that problem when I had a 640x480 monitor.
I remember you need to resize from the top, which was hard to
do because it hugged the top edge of the screen.
I remember holding <control> <shift> togther then hitting the
down arrow, and it would move the top of the netscape
down , then you could use the mouse to resize top line
down, then drag the whole screen back up until you could see
the stop button.
