I will guess that the isp that you logon to passes you
off to other machines, and they are not the same everytime
you log in. ISP's are a business, and I'll bet that smaller
ISP's can "buy time" on bigger networks, much like Power Utilities
can buy power fron various sources.
Maybe your ISP can get cheaper rates from another network, and
it varies day to day who is cheapest.
