Two things to check for:
Windows machines on the inside broadcasting Netbios announcements (the
windoze machines need to turn their LM announce off, and you need to
filter to make sure the packets are filtered and not broadcast).
DNS lookups could be the problem too. Setup a DNS caching server that
serves local names from a local database.
To figure out the problem, run "tcpdump -i ppp0", and see what packets
are sent at the moment you think it shouldn't be dialing out (make sure
the line is up already before performing this test).
