This is a possibility to pass certain hardware parameters to the kernel
(eg. Interrupts and I/O-ports for certain drivers). It usually is not
necessary, it depends on the hardware you use.

Well, you were on the right track. Create an additional boot configuration
(eg labeled "win"), which boots from your windows partition. You should
then be able to enter the desired boot configuration at the LILO promt,
which will boot the respective operating system.
