It does exactly what the manpage says.
Example: chroot /mnt proggy
proggy will think /mnt/ is / . Whenever proggy refers to / it really
refers to /mnt/. If proggy writes to /tmp/tempfile, you will find
it in /mnt/tmp/ etc
