I have defined in a script the NEWS_SERVER="" and 
ipchains seems to work for www.irc,ssh etc from the chain rules I
composed.
Seems I cannot get through to ISPs usenet server although the address
is correct. Looking at the syntax below it seems fine.  Does anyone see
a problem with this chain rule's syntax? 
          
# ----------------------             
ipchains -A input -i $EXTERNAL_INTERFACE -p tcp !-y \
-s $NEWS_SERVER 119 \       
-d $IPADDR $UNPRIVPORTS  -j ACCEPT

ipchains -A output -i $EXTERNAL_INTERFACE -p tcp \
-s $IPADDR $UNPRIVPORTS \   
-d $NEWS_SERVER 119  -j ACCEPT
