Applix 'Words' can open M$ Weird docs and save them in other formats. I don't
know which of them of the top of my head, but it even does FrameMaker MIF so
I presume HTML will be in as well.
It's part of the Applix Office suite/Linux Office Suite 99. See
http://www.applix.com or http://www.suse.de/e/.
It may not be so small, but it is small enough when your problem is big
enough :).
