[SuSE Linux] wvdial falure as user , works only as root

When accessing wvdial as my normal user I get a message /dev/modem access
denied , however if I relog as root all worls well.

What/how Do I fix this

Also whenever I run yast it wipes out my resov.conf file ?

any Ideas why ??
