It's not hardcoded but this is the default if nothing else is specified. You could simply change 'german' to 'english' for the two variables TMPLANG and LL. Or you could have a look at you windowmanager's configuration file, where the command, which invokes SuSEconfig.wm, is started. If you find it, add the switch '-l english'.
