don't know wether i got your problem right;
i've got a us-keyboard, and all settings on my box are
the default/us- ones.
sometimes i want to use european special-characters,
i can achieve that with the right control-key; this one
emulates the sun(?) compose-key.
** works only with X for me !! ****
in /etc/Xf86config:
Section "Keyboard"

LeftAlt Meta
RightAlt ModeShift
RightCtl Compose

can be obtained with compose, ss
