You can do what I do with my mail server.  I configured fetchamil to
download email from my ISP every 15 mins or so.  Set up the .fetchmailrc
in your homedir, and then set cron to run fetchmail however often that you
like.

You can look at Squirrelmail, or my personal favorite, Horde/Imp.  You can
find them both on freshmeat.net.  Horde/Imp uses php and can also
interface with MySQL, and has many other useful modules like a calendar,
notes, tasks, and many, many more.
