I'm not totally sure about how to configure it in ubuntu, but you can
probably put it in a config file for pm-utils in /etc/pm/config.d/

e.g. an /etc/pm/config.d/config with the content
S2RAM_OPTS="-f -a3"
But Tim needs to confirm that.
