Thank you for responding so enthusiastically and for being so receptive to
the initiative proposal.

The objective is a sustainable Tompkins County with a no fuel electric
power generation as a cooperative initiative. To create a decentralized
cooperative initiative  homeowner based as" NEW YORK SUSTANABLE TOMPKINS
ENERGY PULSE"(NYSTEP)



Tools ; We will be using an hybrid system of vertical axis wind turbines
(VAWT) and solar tracking PV panels in unison whenever possible on the
pole supports themselves (of the VAWTs)

Participants ; Property owners/ home owners/ landlords/business owners/
city-county public sites

Implementation ; Participants will allow us to install wind and solar
measuring devices at their locations. We will monitor these devices at
each site for a period of 3 months. Using the data collecting during this
research and development initiative, we will install wind and solar
equipment to optimize each site's energy production.
In order to have an impact on energy-demand reduction and on the return on
investments, we will need a thousand points of reference (one thousand
participants and one thousand units).

Benefits;  At the heart of this project is the opportunity for individuals
to be self-sustainable, as well as part of a cooperative
energy-independence initiative. Tompkins County will make substantial
progress towards energy independence, sustainability, and reducing its
carbon footprint, while incurring no fuel or maintenance costs. 
Particular to this project is the availability of power to the individual
site during grid outages. In addition, power will continue to be generated
regardless of occupancy status. Participants will not only achieve
independence from a centralized energy source, such as NYSEG, but will be
able to sell power back to it (net metering).

Financial Guarantees ; During the initial 3 month study, there will be the
potential for the value of energy reduction in the form of tradable
futures. The immediate carbon imprint reductions from its implementation
and the reduced costs of fuels due to lower consumption will generate
carbon credits and renewable energy certificates and Tradable Renewable
Energy Credits values. Further, the savings incurred by the participants
in their monthly energy bill are another guarantee on the investment.
Through NYSERDA, New York State will be participating by offering the
participants/county low interest rate loans, as well as contributing
towards the final costs of the project. We also intend to ask the county
for a bond guarantee for the initiative.
Additionally it important to realize that the units will appreciate ever
more with
time and raise equity values to the property location.
