   "In 1997, the U.S. Court of Appeals ordered the EPA to regulate fracking
fluids under the Safe Drinking Water Act. But the industry, led by
Halliburton and its then CEO, Dick Cheney, pushed back. By the time the EPA
began studying the issue, Cheney had become vice president of the United
States and taken a lead role in crafting energy policy.

 By 2004, the EPA had decided that fracking fluids were not of sufficient
concern to regulate. The following year, Congress exempted fracking from the
Safe Drinking Water Act."
