Make the following points succinctly and emphatically:
Governor Paterson must immediately withdraw the draft Supplemental
GEISbecause it is utterly inadequate to safeguard New York's
environment andpublic health.
The Department of Environmental Conservation's (DEC) own spill
reportsdocument existing regulations have failed to prevent or to
require theclean up of hundreds of natural gas and oil drilling
problems involvingfires, explosions, polluted drinking water wells,
home evacuations andmassive drilling wastewater releases. DEC must not
issue new gasdrilling permits until those regulatory concerns have been
fullyresolved. That is why the Supplemental GEIS review must
berestarted.
The draft SGEIS totally fails to propose a safe method of
managingnatural gas drilling wastewater and hydrofracking fluid. It
simplyleaves that task to localities. Improper management of natural
gasdrilling wastewater has already caused massive toxic
pollutionimpacts. The SGEIS must solve this disposal problem before
newnatural gas drilling permits are issued.
DEC is woefully understaffed to cope with existing natural gas
drillingproblems. Only 17 staff are available to regulate nearly
7,000existing natural gas wells. New gas drilling permits must not
beissued until the SGEIS solves this problem.
The SGEIS fails to address critical issues associated with strict
cleanup liability, natural gas spill reporting, private right of legal
action, insurance coverage and unfunded local government mandates.
Allthose concerns must be addressed prior to the issuance of new
gasdrilling permits.
Share your personal concerns with Governor Paterson. Please
berespectful, but remember Governor Paterson has a duty to protect
NewYork's natural resources and public health. That is why the
draftSGEIS must be withdrawn.
Thank you for your assistance. Contact me if you havequestions.
Onward and upward,
Walter Hang
