You are looking from the "wrong" direction: If there is a working
solution, which takes 0 bytes, 360 KiB is "a lot". FAT16 maximum cluster
size is 32 KiB, which means 2,880 KiB will be wasted.

One of SvarDOS' goals is 8086 compatibility, but at the same time we
waste 2.8 MiB? :-/
