Funny, I was about to complain for the same reason. I am not always on line (until I can afford a router...), and I still think of the days were I had only an analog modem, paying by the time spent on line... Another advantage of having a local copy is that you can grep a keyword in the spec directory. Of course, we can use a spider like HTTrack to download the whole spec at once (I did), but it is easier for the users to be able to downlaod a single zip file. I understand that making a PDF or a unique HTML page is some work, but putting all the needed files in a Zip file and giving a download link to it isn't that much work.
