yes, correctly. SVG and HTML can't talk to each other and can't see 
each others DOM.

MS Internet Explorer on Windows is currently the only browser that can 
do that.

Nevertheless you can do a lot in SVG only. F.e. http://www.carto.
net/papers/svg/us_population/index.svgz is an SVG only application and 
runs in almost every browser and OS.
