Yes, there is.
You will need two event handlers. One in HTML, other in SVG. When
event happens in HTML, just do the scrolling. When in SVG, pass
clientX and clientY to another scrolling method in HTML via evalBrowser().
So simple.

However, keep an eye on evalBrowser().
