That particular SVG-Tiny renderer is a feature which device manufacturers and service providers can choose to add to their Macromedia Flash Lite licensed installations. For computers it makes sense to have individual downloads. For mobiles it makes more sense to bake the abilities into the phones, so that everyday consumers don't have to worry about how to install new things in their new devices. The Macromedia Flash Lite libraries were recently made available, at nominal cost, for developers who own a phone which later bundled Flash Lite capabilities.
