thanks Holger what you suggested makes sense, but my question was wrong in the first place. What I meant was when the user scroll down or up, how do I still find the center. Not pan. With a bit more research, I found the answer, ie., scrollTop property. It gives the top most pixel of the current screen.
I am trying to write a process flow chart editor, something like Visio, but using .NET C#, web browser control, Adobe SVG viewer.
