My navigation tools assumes that you inverted the y-axis by multiplying y-axis values with -1. If you don't do that, the tools won't work correctly. The http://www.carto.net/papers/svg/utils/shp2svg/ shp2svg converter does it for you, if you want to convert from GIS data.
