ok, for the oracle case you could contact oracle. They do quite a bit with SVG both for the spatial database and as a reporting tool for other db stuff. http://builder.com.com/5100-6388-5218669.html is one example. I am sure that they would support you if you pay them. I am not sure about SQLServer but there should be ways to export/generate SVG from WKT or WKB. I neither know SQLServer nor Terralib.
