In always more countries is valid or wellformed code of websites/ software a legal requirement, mostly for public websites but some countries will extend this to commercial applications/websites. Some accessibility laws require w3c techniques when the task can be done and when other techniques are used, also an accessible version must be offered that is device-independent and can be used on all platforms. Also seperation of code and styles can be a legal requirement, so disabled visitors can overwrite stylesheets (css) and apply it to their needs. Accessibility laws are mostly based on the Web Content Accessibility Guidelines http://www.w3.org/TR/WCAG10/ written by t he w3c-Web Accessibility Initiative.
