I don't know the exact situation but often rasterizing the icon at
a higher resolution and then using a very high quality resampling
alg can give substantially better results than just rasterizing the
graphics at the lower resolution. This is may not be a viable option
due to implications on the rendering engine.

SVG 1.2 has some support for level of detail rendering so that
certain parts of the icon might be skipped or replaced at lower
rendering resolutions. What rendering engine are you using?
