Hi George

It depens a lot on what you want to do with your data.

- I don't really know ArcView but there might be some tools converting once for 
all shp files to svg.
This is used when you want to show all your objects and only change the storke, 
fill and so. 

- If you need more complicated treatment, I would suggest you to use au 
geographical database, like postgres/postgis.
There is a tool (shp2postgis but I'm not sure of its name) which is used for 
fiiling a geographical table with a shp file. Then you will be able to create 
fusions, interceptions, and so..., then, at the end, use asSVG() postGIS 
function which gives you the SVG representation path string of any object in 
your database.
