Who says there is going to be an IE 8 anyway? MSFT wasn't going to release another version of IE, but they backed off of that idea, and decided to create IE7. If they were not going to release another version of IE, then they probably had something else in the works. Not sure if that some else will ever see the light of day (software companies don't always release what they were working on), and it could show up in other forms. IMHO, IE is a dead end, and MSFT needs to develop a brand new browser based on managed code. I can see the possiblities of using XAML to create a new XHTML browser, but I'm not sure how to handle HTML.
