I can confirm that it does not work with ASV+IE on local files. I don't know
if it is IE or ASV that is causing the problem, though I suspect it's
something in the interface between them, because id-linking on HTML pages
does work locally in IE.

Of course, in FF1.5b1, it all works flawlessly on the server and locally.

I worked up a test suite:

I'm afraid I don't have any workarounds. I could think of a really klugey
script on the HTML page that grabs the URL and jumps to the proper location,
but that's icky.
