Simon, In addition to the toolkits mentioned, this is also possible using SharpVectorGraphics-- it has support for <use>, but no scripting currently-- certain features are a little spotty. But if you are in an ASP.NET environment then it threads in seamlessly.
BTW: if you do check it out-- the version in CVS is much better than the current release as a new release is pending...
