Am not entirely sure if I follow your question but I think SVG can do the
sorts of things you describe with JavaScript.

See for example:
http://marble.sru.edu/~ddailey/svg/hexemb5.html (for some hex-tiling
constructed on-the-fly)

and http://srufaculty.sru.edu/david.dailey/svg/tiles.svg (for a way to tile
the plane with nondeterministic knot-seqments -- I give my students extra
credit if they can make bugs crawl along the knots, or generalize to
arbitrarily complex knot segments)

You'll need the Adobe plugin for Internet Explorer to make any sense of what
I've written here (sorry).
