The FLEX server product supports SVG. Under the hood it uses Batik with extensions to convert SVG into SWF. So, I would guess you could use a tool like Adobe Illustrator to create the SVG files which FLEX would convert into SWF. I don't remember all of the details, nor do I know future product plans in this area.
