Thanks but I didn't mean a svg scroll bar : I thought there were a way to have such scroll bars in IE (with which I could use the mouse wheel for example...). But I guess I was wrong : if the svg is larger than the browser window, the only way not to have the svg "cut" is to make my own scroll bar, is that right ?
