Programs like CorelTRACE and Adobe Streamline do a reasonable job, but 
it takes a bit of experience to tweak them to get decent output. You 
can also import a GIF into a vector drawing program like CorelDRAW or 
Illustrator and hand-trace, but that takes time.

Another possible (but expensive $3K++) solution is to use the high-end 
vectorization feature of ScanVec Flexisign. I've seen it do remarkable 
tracing of a low-quality scan. It is very expensive though.

I suspect, if it's a GIF, that it's a low-res (72 ppi) screen image, 
so the prospect of getting a decent vector file out of that is pretty 
slim.
