Seeking to understand, here:

Am I understanding correctly, that the SVG 1.0 dtd (or at least this  
version: http://www.w3.org/TR/2001/REC-SVG-20010904/DTD/svg10.dtd )  
declared xlink as FIXED meaning that the prefix xlink was  
automatically defined w/o needing to declare it explicitly?

Looking at http://www.w3.org/Graphics/SVG/1.1/DTD/svg11.dtd (the DTD  
referenced by the mentioned document it does not appear that xlink:  
is automatically defined in SVG 1.1?   Is my understanding correct?
