I don't how much I can help you, but you said the magic words here in SVG-land, so that many folks may try to assist you: "I'm new to SVG and need some help"
Just a thought.. SVG elements are GIF-friendly. Is there a way you can maintain the background JPG canvas and overlay the SVG elements that has been converted to GIF?
