Depends what you want to do. If you intend to edit the code manually, then Eclipse is very nice, with the appropriate plug-ins. If you are more focusing on the design and the interactivity, you can have a look at the product my company delivers (www.beatware.com). e-Picture is for animation only, Mobile Designer can deliver interactive content.
