I downloaded the non .Net version but it doesn't work at all I would say. You can draw some of the primitives but that's about it.
Can't draw a rect or ellipse for example, they aren't displayed in the working area. Can't drag or transfrom anything. When you drag in objects they jump to other locations then where you put them. And then you can't move them...
