you have to set the correct namespace URI for the xlink:href.
change this line:
use.setAttributeNS(null, "xlink:href", "#"+tipo+"s");
to:
use.setAttributeNS("http://www.w3.org/1999/xlink";, "xlink:href",
"#"+tipo+"s");
