Hi,

you'd probably get the data in GIS format, which can be converted to SVG format.

A typical exchange format for GIS is ESRI shapefile or GML. These two are 
relatively easy to 
convert to SVG.

Commercial geodata provider for road data are the two big guys "Teleatlas" and 
"Navteq". 
You may also want to try to ask the local community of the cities you are 
interested. Often 
they also provide or sell geodata.

A ESRI shape to SVG converter that preserves the coordinates and non-graphical 
attributes 
(in a foreign namespace) is available at 
http://www.carto.net/papers/svg/utils/shp2svg/

There are also commercial GIS to SVG converters available.
